THE FACTS
Nearly all global health and early childhood organizations strongly advise against any screen time for children under 2. These guidelines are meant to protect a crucial window of rapid brain development that shapes the foundation for all future learning, behavior, and health. While we agree that screen time should be avoided for as long as possible, abstinence-only guidance dismisses the reality of screen use that most families are experiencing on a daily basis. The data is impossible to ignore:

THE PROBLEM
"No screens under 2" policies have been in place for more than two decades. In that time, the world and the realities of parenting have changed drastically. As the research and data confirms, widespread screen use among infants and toddlers is the norm, not the exception. Yet, the guidelines and policies have not evolved to address this reality. Instead, they have left families without:

Policies and guardrails that protect families from an industry that operates without regulations and accountability
This has created a void that commercially incentivized companies have rushed to fill with capture-driven content; targeting concerned parents with deceptive marketing claims that their products are "educational," "developed by experts," "calm," "high-quality" and "baby safe," -- with no meaningful regulatory guardrails or accountability.
THE CRITICAL GAP
Screen time literacy for this age group is scarce, and what little exists is often vague and inconsistent. Early childhood educators and practitioners themselves often lack an understanding of complex production, design, marketing, and platform behaviors to effectively advise families, resulting in: "better safe than sorry," "no screens before 2" guidelines.
Compounding the gap, even the most trusted and respected brands fail to offer any programming that is developmentally appropriate for children under the age of 2, yet that same programming routinely appears on the "recommended" viewing lists promoted for babies by trusted institutions. The result is a false choice: families must choose between recommended public media content that was never developmentally designed for a child under 2, or the unregulated landscape of commercial programming and platforms that have flooded the marketplace. This is the critical gap that CMRRL has been actively working to close.
THE RESULTS
With no guardrails, regulations, or safety standards to hold tech and media companies accountable, families are left to make sense of this complex digital landscape without the screen time literacy skills that are required to make informed decisions.

THIS IS NOT A PARENTING FAILURE.
THIS IS A SYSTEMIC FAILURE.
WHAT THE RESEARCH SHOWS US
The GUSTO longitudinal study (Huang et al., 2025) found that higher screen time before age 2 was associated with accelerated brain maturation linked to slower decision-making at age 8.5 and increased anxiety at age 13. A CMRRL-commissioned pilot study found that when content was Developmentally Designed to CMRRL's 5-Domain Developmental Mirroring Framework, infants and toddlers displayed calm, alert engagement, sustained attention without dysregulation, and caregivers engaged in unprompted intentional co-viewing in nearly every case.
CMRRL'S MISSION AND APPROACH

CMRRL'S 5D MIRROR and ARC FRAMEWORKS
At the heart of this work are two research-backed frameworks that when fused together set a clear, institutional standard for what developmentally aligned screen time looks and sounds like, and how to meaningfully incorporate important relational affordances for infants and toddlers. 5-Domain Developmental Mirroring: The 5D Mirror Framework
The 5-Domain Developmental Mirroring (5D Mirror) Framework establishes that content for children 5 and under must reflect and model healthy developmental standards across five core domains:

Developmentally Designed™ content that meets these requirements presents comprehension-driven experiences grounded in a child's lived reality, without any production techniques or audiovisual elements that capture attention through capture-driven engagement (reflexive orienting).
WHY SLOW IS NOT ENOUGH
We hear a lot about "slow" and "low stimulation" content, but pace is only one dimension of stimulation. A visually calm program can still overstimulate a young child through techniques that violate a child's ability to make meaning of what they are watching. The 5D Mirror Framework provides the operational standard to evaluate all of these dimensions together.
Attuned Relational Co-Viewing and Co-Learning: The ARC Framework
Content built to the 5D Mirror Framework is most beneficial when scaffolded with an Attuned Relational Co-Viewing and Co-Learning interaction. The ARC framework sets the practice of a caregiver actively attending to and guiding the content alongside the child: narrating what is happening, responding to the child's cues, and connecting on-screen content to the child's real-world experience, providing a bridge to off-screen activities and learning opportunities. ARC is the relational scaffolding that transforms screen time into a developmental opportunity that extends beyond the screen.
Peer-reviewed research with infants aged 11–20 months provides empirical evidence that when content for children under 2 is grounded in developmental science, infants demonstrate measurable comprehension, establishing that evidence-based production standards are empirically testable, not merely theoretical.

Simultaneous EEG recordings of caregiver–infant pairs show that a caregiver's moment-to-moment neural attentiveness directly and measurably shapes what an infant attends to, providing neurological evidence that the quality of shared viewing is not incidental to infant development but foundational to it.

THE PLATFORM DIMENSION
It is essential that content quality and platform design be addressed together. Even well-designed content is undermined by platforms optimized for engagement, retention, watch time, and return behavior. Autoplay removes the natural pause between videos. Recommendation algorithms serve progressively more stimulating content. Advertising is engineered to light up the brain's reward system. These tactics expose young children to overstimulating elements outside of the content they are watching, and well beyond what their developing brains can safely process.
Early Years Media (EYM)
Parents and caregivers of children under 2 have no dedicated platform to turn to for trusted, noncommercial content when screens enter a young child's life. Early Years Media (EYM) is CMRRL's solution: a 501(c)(3) nonprofit public media platform, and the first of its kind built specifically for children 5 and under, with a separate portal to support screen time literacy and learning for adults.
EYM exists not to encourage screen time, but rather to make any time spent in front of a screen intentional and relationally based when it happens. Every program on EYM is Developmentally Designed to adhere to the 5D Mirror Framework with co-viewing and co-learning affordances for caregivers so they can turn screen time into shared, intentional moments that extend learning beyond the screen. The platform itself is always free of ads, algorithms, auto-play, data harvesting, and commercial interests.
WHAT A RESPONSIBLE PLATFORM FOR YOUNG CHILDREN LOOKS LIKE

THE CASE FOR PUBLIC INTEREST FUNDING
Nobel laureate economist James Heckman's longitudinal research documents an annual return of approximately 13% per child on comprehensive, high-quality birth-to-five investment; a benefit-cost ratio of 6.3 to 1, even after accounting for the cost of public financing (García, Heckman et al., 2020). This is materially higher than the 7–10% return Heckman established for later, preschool-age interventions, and it reflects a principle that holds across the evidence base: the earlier the investment, the greater the return.
The first 5 years of life represents a period of critical and consequential development that current screen time guidance leaves entirely unaddressed, making it simultaneously the highest-impact and least-funded investment opportunity available to philanthropy. Exposure to prolonged and developmentally harmful screen time during these years has been shown to negatively impact a child's future learning, behavior, and health. Every dollar directed toward research, developmentally designed content, public media platform infrastructure, and screen time literacy and guidance will yield the highest return by reducing the far greater cost of downstream interventions, which have been rapidly increasing year after year.
THE COST OF INACTION
In the largest study to date (nearly 7,100 children), the more screen time a one-year-old had, the more likely they were to fall behind in communication and problem-solving by ages 2 and 4 (Takahashi et al., 2023). Other long-term studies tie early screen time to weaker language, attention, and self-regulation, and to higher ADHD risk (Madigan et al., 2019; Cliff et al., 2018). And these gaps rarely close on their own: higher infant screen time has been traced to slower decision-making at age 8.5 and more anxiety at age 13 (Huang et al., 2025). Children who miss the essential development of these early foundations too often start kindergarten behind, and the costs accrue across behavioral interventions, special education support, mental-health care, and, eventually, lost earnings and weaker civic engagement. As Heckman states, the cost of inaction is "a tragic loss of human and economic potential that we cannot afford." Investing upstream, in education, solutions, and prevention, is how we avoid far costlier intervention later.
WHERE PHILANTHROPIC CAPITAL CAN CREATE MEANINGFUL AND MEASURABLE CHANGE
The commercial market has no incentive to build developmentally designed programming for children 5 and under; its business model rewards prolonged engagement through capture-driven techniques as opposed to comprehension-driven frameworks. Public-interest funders are the missing counterweight who can change the course by providing the funding for research, resources, and solutions that makes a safer digital childhood possible from the start.
